[torqueusers] Job Input Files

What do you mean by job input files?

We have a common NFS space (e.g. $usecp /home), however many jobs have a 
plethora of environment variables pointing to various files, whereas if 
a job could be given command line arguments (argv)  things would be a 
bit easier.
