Yup, it is - but it's controlled by the scheduler not
by the queuing system. So you just need to use Maui
as your scheduler.
In Moab we use:
USERCFG[DEFAULT] MAXPROC=512
USERCFG[DEFAULT] MAXJOB=350
USERCFG[DEFAULT] MAXIJOB=5
to limit users to a maximum of 512 cores over 350 jobs
and they can only have 5 jobs waiting to run at any point
(the others are marked as blocked until one of the waiting
ones starts).
How's that ?
