[torqueusers] request for input on the latest 2.3.12 snapshot

Hi all,

I know there was some interest in the latest update to the 2.3 branch. 
The snapshot has a fix for bug 61 which fixes a problem where pbs_mom 
under some situations will change the permissions and mode of /dev/null.

The snapshot can be downloaded at
