[torqueusers] Latest 2.5.2 release candidate available

The next snapshot of the TORQUE 2.5.2 release candidate is available at

The only fix to this code is for modifying job arrays. Bug 75 was fixed 
for job arrays where modifying running jobs would cause pbs_server to 
seg fault.

Please download and test this code. Let us know if there are any new 
problems and also let us know if it is working as expected.
