[torqueusers] Release candidate for torque 2.5.2 available

A new TORQUE 2.5.2 release candidate is available for download at

This snapshot includes a fix for bugzilla bug 75, double free causes 
pbs_server to segfault when modifying running jobs.

Please download and test this and report on how it works. If there are 
no new bugs reported we will be releasing this for TORQUE version 2.5.2.
