[torqueusers] Java DRMAA library for Torque

I installed Globus (with Torque) and then Gridway on top of it (which  
does have DRMAA java binding). We still don't use it enough for me to  
answer any detailed questions on it though. But do post here where you  
get with that setup if you decide to do it.
