[torqueusers] pbs_mom and cpuset: too many open files

hi all,


i'm running into 'Too many open files' errors in pbs_mom (very recent
2.4.1 snapshot) using cpusets.
i found a post in the mailing lists describing the problem with patch to
fix it

looking at the code i see that some part of the patch file is applied,
but the relevant fclose(fd) in function cpuset_delete isn't.
