[torqueusers] Checkpoint test fails: bug or misconfiguration?

Yeah, CRI's plan is to remove it from 2.3 and change all references in the docs that claims that 2.3 supports it (or at least make it clear that this is a 2.4 feature only). Glen is right that BLCR really only works well in 2.4.
