[torqueusers] How to give acess for non-root user to run qmgr commands

Hi
I have installed and configured torque-2.0.0p8 as root user.

Now I want to add new node as non-root user say "globus"

When ive tried to add new host with qmgr command ..Im getting this error

[globus at xencluster ~]$ qmgr -c "create node xennode-51.grid np=1"
qmgr obj=xennode-51.grid svr=default: Unauthorized Request

How to give permission for globus user to run this command.

Whether root user can only do this??

If not how to configure non-root user to run the qmgr command?
