[torqueusers] Announcing pbsacct version 1.4.5

The Torque/PBS accounting scripts package has now been updated to version 1.4.5,
available at ftp://ftp.fysik.dtu.dk/pub/Torque/.  The new versions of
pbsacct, pbsnodect and pbsjobs *must* be copied together.

The only new functionality is that pbsnodect will now calculate the system's
number of CPU cores from /var/spool/torque/server_priv/nodes.
Some internal clean-ups have been done, and the pbsjobs command now extracts
also the jobs' start and end times, since these can be useful in the other
scripts.
