[torqueusers] MOM can't create stdout/stderr due to permissions

We are running Torque 2.4.1b1-snap.200905131530, with
"$nospool_dir_list *" specified in the pbs_mom config. We've seen jobs
got rejected due to permissions such as:
pbs_mom: LOG_ERROR::Permission denied (13) in open_std_file, cannot
open/create stdout/stderr file '<filename>' - mode=1217
pbs_mom: LOG_ERROR::Permission denied (13) in open_std_file, cannot
open/create stdout/stderr file '<filename>' - mode=1025
I believe these are hex numbers. But whether hex, decimal, or octal,
1207 and 1025 are odd permissions that don't match the reality.
What should I check, other than the actual permissions, before
declaring it's a bug?
