[torqueusers] qstat not showing all jobs

Hi all,

I'm running torque 2.3.3, and my users would like to see the status of  
all running jobs, qstat and qstat -a both just show the users jobs. I  
know this is a permissions/privileges issue, but I can't find how to  
sort this out. Has anyone resolved this sort of issue?
