[torqueusers] exit status available to epilogue ?

The exit status has been added as an additional argument to the
epilogue script.  It is the 10th argument to the script.

Right now this will be available in TORQUE 2.3.7 and later. If there
are objections to adding a 10th argument to the epilogue, then I will
pull it out of 2.3 and leave it for 2.4
