[torqueusers] My job'status always Q

Hi
  I sent a job with the command  'qsub' .But my jobs didn't run the status is Q with command 'qstat'.This job is only one on the system.
  pbs_sched is running 
  pbsnodes two nodes are free.
  i am a bird and my english is poor .thanks
