[torqueusers] Torque HA on Lustre

I just wanted to let everybody know that we have Torque HA working on  
Lustre now. There was a lot of things going on around the same time,  
but I think that the fix for this problem was upgrading Lustre to  
1.6.5 from 1.6.4.3
