[torqueusers] proxy_user trouble

Hello,

We are running torque-2.3.3.
We have for server:
set server allow_proxy_user = True 
and for one queue:
set queue q max_user_run = 1

In manual we can read:
max_user_run - "The  maximum  number  of jobs owned by a single user that 
are allowed to be running from this  queue  at  one  time. This attribute 
is advisory to the Scheduler ..."

But in our queue can been run only 1 job of 1 user. Jobs of others users 
have been queueted with reason: "User has reached queue running job
limit."

Is it normal behaviour of torque?
