[torqueusers] Scheduling question

Hi,
 I've installed Torque as local resource manager on some computers
which have real users. I mean they are Desktop systems. I'd like that
Torque jobs only be executed on computers when real users don't have
any process or system is idle. When users use system Torque jobs only
got 10% of processor and the other be for real users. How can I do
this?
