[torqueusers] qdel problem: process still running after qdel

Generally that's a symptom of using a non-TM aware MPI
job launcher, say for MPICH or one of the commercial MPI's
(like HP or Intel's).

If you use a TM aware one like OpenMPI or Pete Wyckoff's
excellent mpiexec (http://www.osc.edu/~pw/mpiexec/) then
that'll be much less of a problem.
