[torqueusers] Qstat display other users' jobs

According to "TORQUE Administrator's Guide (v2.3), Section 2.2 Monitoring
Jobs",  a regular user is able to see ONLY his/her own jobs with 'qstat'.  Is
this configurable without grand additional privilege to a user?  We would
like a user to be able to see all Torque jobs.
