[torqueusers] Kill Jobs that are submitted directly to the nodes

You can add/remove users to the nodes /etc/security/access.conf with a
perl script
called by Torque's prologue and epilogue scripts.
This allows the users access to the nodes only if the scheduler has
assigned them to
the user.
