[torqueusers] Kill Jobs that are submitted directly to the nodes

Hi Aditya,
If you compile Torque with --with-pam flag, you can use the resulting
pam_pbssimpleauth.so library to enable/disable SSH access to nodes for
only those users whose jobs are actually running on that node.
