[torqueusers] can not run jobs

Hi, everyone

I just installed Rocks 5.0 with torque 5.0 on my cluster,  when i try to submit a job to job queue, it display "warning: your job is not allowed to run in any queue", the job is on the queue but is not running.  Is there anyone can tell me how to deal with this problem.
