[torqueusers] Newbie qsub admin question about execution hosts

To rephrase my issue:

I submit 30 long-running jobs on a 12-slot pbs server, which is itself 
an execution host.  The jobs are all queued on this host.  Somebody who 
is manager/operator submits 30 jobs on this server, and 12 are queued on 
this host, the rest on other execution hosts.

What determines whether a given OS user is able to have jobs execute on 
a given execution host?   I've been reading the man pages and googling 
like mad and can't find a decent description of user privilege in Torque.
