[torqueusers] Newbie qsub admin question about execution hosts

Using PBS 2.1.9, my jobs only run on the submit/pbs_server host, no 
matter how many jobs I submit.  Any pointers?

Likewise, when I run:

qsub -l host=node01 junk.sh

the job actually runs on the submit host / pbs_server host, and I don't 
see any traces of my resource request in either the server log or 
node01's mom log.

A user who is defined as both manager and operator *is* able to submit 
jobs across all nodes, but surely that shouldn't be necessary.
