if you're using Maui or Moab the best solution short of
rejecting jobs in that situation is to specify a MAXJOB
parameter that meets the restrictions that you need.

Say:

USERCFG[default] MAXJOB=10

That way they can submit as many as they want, but they
can't run more than 10 at once.

You will also want to specify MAXIJOB to limit the number
of jobs they can have eligible to run too - say just the 1
to keep your draconian overlords happy. ;-)

USERCFG[default] MAXIJOB=1

All the rest of their jobs will then be blocked.
