[torqueusers] Submitting to multiple clusters

After reading the Torque manual, what about creating a route queue on our
main cluster that feeds the spoolq on each of the clusters?

set queue submit route_destinations =
spoolq at first.cluster+spoolq@second.cluster+spoolq at third.cluster
