[torqueusers] qsub: Job rejected by all possible destinations

Follow-up to this problem.....
The only difference I can see between users BOB (which works) and JEFF
(which doesn't), is that BOB has an account on every compute node in the
cluster, while JEFF in only on a subset (the only places he will ever
run - enforced by a "-l nodes=MY_PROPERTY" on the qsub command. They
both have accounts on the compute node as well as the server. Neither
account is in NIS.
Lately been testing with "qsub -I", and the experience is the same, BOB
can submit and run interactively, JEFF gets the rejected message.
Very confused.

What could cause this error for one user on a particular machine, but
not a different user?
I am trying to submit from a compute node BRAIN. I have two users, BOB
and JEFF.
BOB can submit a simple test job from BRAIN, either to the default
queue, or with various "-l" restrictions" and all works fine.
JEFF cannot submit and gets the mentioned error.
Both BOB and JEFF have similar UIDs. All ACL (users, hosts)_enable are
FALSE.
Has nothing to do with file permissions. Both BOB and JEFF can ssh to
other nodes okay.
