[torqueusers] init_network failed dis and Unauthorized request

You don't need to create it each time you install.  Once is enough.

It's a matter of forward and reverse matching resolution.  Try 'qmgr localhost'
or 'qmgr localhost.localdomain', or 'qmgr <FQDN>'.
