[torqueusers] How to give torque admin privileges to a normal user

Hi,

I'm a newbie of torque.

I tried setting up an user as the manager. But, the user is not able to 
start/stop the daemons. Also, he is not able to run momctl command.

I want the user to
1) Edit the configuration files.
2) Start, Stop the daemons.
3) Be able to run all the torque commands.
4) Setup new queues.

Please let me know how can I achieve this.
