[torqueusers] Load Distribution between Multiple Clusters

Hi,
I have set up TORQUE + Maui on two different Clusters, created Routing Queues to exchange Jobs between the Clusters. But it seems the jobs always get sent to the first destination regardless of the Load or the Running Jobs (set max_running on 50 per Cluster).
So my question is is there an integrated way to get a load distribution between multiple clusters?
