[torqueusers] Strict torque 2.3.2 build fails on Fedora9

Hi --

Building torque 2.3.2 on Fedora9 using default configuration fails due
to compiler warning (turned error). The issue is that the pointer
returned by freopen() is not used in

src/scheduler.cc/pbs_sched.c

lines 988 and 1002.
