[torqueusers] MOM remote reconfig default

By popular demand (the 1 person that actually replied with an opinion), patches
have been applied to 2.1-fixes and trunk to disable remote reconfiguration by
default.  Use $remote_reconfig in pbs_mom's config to reenable.
