[torqueusers] MOM remote reconfig default

I just want to poll the userbase a bit about using pbs_mom's remote
reconfiguration (momctl -r).  Do you use this feature a lot?  

Some consider this to be a security risk and would like the ability to disable
it.  Would people yell at me if it was disabled by default?
