[torqueusers] unable to submit jobs - problem with qsub

Hi,
    I have installed torque-2.1.9 on two machines server.mydomain.com (server) and client.mydomain.com (client). 

This is the procedure that I followed for installation:
(Both machines have a local user 'nagesh'.)

procedure on server:

1. ./configure --enable-docs --with-scp --enable-syslog  (as user nagesh)
2. make (as user nagesh)
3. make install (as root)
4. ./torque.setup nagesh (as root)
5. edit the required files

procedure on client:
1. ./configure --enable-docs --with-scp --enable-syslog  (as user nagesh)
2. make (as user nagesh)
3. make packages (as user nagesh)
4. ./torque-package-mom-linux-x86_64.sh --install (as root)
4. ./torque-package-clients-linux-x86_64.sh --install (as root)
5. edit the required files

then when I try to submit a job from client I get the following error:

$echo 123 | qsub (as user nagesh)

pbs_iff: file not setuid root, likely misconfigured
pbs_iff: cannot connect to server.mydomain.com:15001 - fatal error, errno=13 (Permission denied)
No Permission.
qsub: cannot connect to server server.mydomain.com (errno=15007)



so i set the setuid flag for pbs_iff and the file permissions after setting setuid are:

-rwsr-xr-x  1 root root 18759 Oct 23 12:03 /usr/local/sbin/pbs_iff

now when I try to submit a job from client I get a different error:

$echo 123 | qsub (as user nagesh)
qsub: Bad UID for job execution


what could be wrong?
any help will be much appreciated.
