[torqueusers] 2.1.9 on BSD 6.2

I'm getting some new warnings from configure.  It looks like a newer autoconf
was used without regenerating the other makefiles.

I'm regenerating autobuild files now on centos4, which is what I've generally
been using to date.

I wonder if we could decide on a common platform for running autoreconf?
Centos4/5 are both easy for me.
