[torqueusers] NO_SPOOL_OUTPUT Flag

Hi,
 
I have seen that OpenPBS has a patch that allows you to define
NO_SPOOL_OUTPUT when compiling. When this is set the log files are
created in the users directory.
 
I have noticed that there are #if statements for NO_SPOOL_OUTPUT in
Torque but am not sure if it works fully or just a leftover from OpenPBS
days. Does anyone know if it works? I am using Torque 2.1.8.
