[torqueusers] help! torque-2.2.1 will not build

BTW, I was able to build RPMs for torque-2.1.9 just fine on this same 
system using the same procedures.
The only thing I had to do in the torque-2.1.9 spec file was comment out 
a line that refered to a non-existant
pam security library at the very end of the spec file.
