[torqueusers] GRES, torque, maui

All,

I'm having trouble with generic resources using torque 2.1.6 and maui 
3.2.6p14.

Currently, maui.cfg contains:

NODECFG[minka]          GRES=tapetype2:1,tapetype1:2

and minka:/var/spool/torque/mom_priv/config contains:

tapetype1 2
tapetype2 1


When I submit two jobs:

qsub -q tape -W x=GRES:tapetype2 fake1
qsub -q tape -W x=GRES:tapetype2 fake2

both jobs run concurrently.  I expect only one job at a time to run 
because there is only one tapetype2.

Is what I want doable with torque and maiu?  Do I have the syntax right? 
  What am I missing?
