[torqueusers] job rejected by all possible destinations

I try to submit a job from machine different from my
pbs-server. The submitted job is rejected by all queues. I
tried to add that machine to the submit_hosts in the server
config but the behavior is the same.
Can someone give insight on the changing job state ...
I am using a snapshot (since I want to use the DRMAA binding ;-))
