[torqueusers] stagein stageout when job killed.

When using stageout,
If a users job is killed because of going over wall time,  does stage  
out still run?   if not is there a way to make that happen?

Right now we have users put:

cp /tmp/$PBS_JOBID/ouptput.dat  ~/outputs/

in there pbs file,  but if the job is killed the cp is never ran,  
leaving the output files in /tmp/$PBS_JOBID
