[torqueusers] Job Is Not Starting

Try making that line look like:
RMCFG[HEAD.TESTCLUSTER.UMICH.EDU] TYPE=PBS
You don't need to tell Torque anything, it just listens for whatever
scheduler is available. You should make sure you're not running
pbs_sched, though - that will certainly confuse things.
