[torqueusers] altix cpu set support

We would like to have cpuset support for a SGI altix.

We are running a default compiled torque-2.1.6  on it right now.  But  
we want to verify that there is some support for cpu sets.

It is currently under control of pbs_sched, but we plan to expand our  
Moab install to control the altix also.

Any tips would be helpful!   Or insight into the benefits of  
cpusets.  I understand the thory.  But I so far see no difference.  
(manually setting with dplace)
