[torqueusers] Associating a queue with specific nodes

Thanks to Mike Renfro for detailing how to associate a queue
with specific nodes.

But this doesn't seem to work as documented, or as Mike describes
it.

We are running torque and maui.  nodes23-46 are associated with
queue s3opt24, but submitting a job to this queue assigns node22:

has assigned node22:

We only want nodes23-46 assigned/associated with the s3opt24 queue.
I understand that this can be done with moab, but

indicates it can also be accomplished using torque.

Is the documentation wrong, or is something misconfigured above?
