[torqueusers] Turning off enforcing of limits?

Do anyone know a simple way to avoid the resource limits you set for a job to 
be enforced by mom?

I would like to turn off the file size limit as it does not make any sense 
anyway because it is a per file limit.  The file limit parameter is still 
usable as one can use it to make sure that a node has the neccessary scratch 
area needed for a job at least at startup.
