[torqueusers] pbs_server spinning on OSX

Our pbs_server on OSX 10.3  is consuming close 100% cpu all the  
time.  You can still queue new jobs, maui speaks to it starts jobs  
qstat etc.  Everything works but its pegging a cpu all the time.

I did a ktrace  on the process and I see lots of the following over  
and over again in the dump output:
