[torqueusers] scheduling cycle

Thanks for your reply.
Nodes become free only if some jobs are finished. Reservation release can be
regarded as job finish. So why do I still need scheduling cycle?
Is there trigger for job finish, job start etc from server or MOM?

Because other factors can influence scheduling, such as nodes becoming free,
time-based reservations, etc.
