[torqueusers] output file path

We have a user who needs their output files to go to a specific  
directory on the local node.
He specified the paths with:

#PBS -o /atlas/data08/OSG/usatlas1/output
#PBS -e /atlas/data08/OSG/usatlas1/error

But the node is trying to scp it back to the submit host per the  
message:

Unable to copy file /var/spool/PBS/spool/34696.nyx.e.OU to
usatlas1 at gate02.grid.umich.edu:/atlas/data08/OSG/usatlas1/output

But according to the qsub manpage:

<snip>
Where path_name specifies an absolute path name, then the qsub will  
supply
                       the name of the host on which it is executing  
for the hostname.
</snip>

Doesn't this sound like it says it will copy on the local host?  Not  
try to copy back to the submit host?

But then ware does $usecp in the config come into play?
