[torqueusers] Regarding BANDWIDTH attribute

Hello all,

But all those details in 
http://www.clusterresources.com/products/mwm/docs/13.3rmextensions.shtml 
is ok.

I think it should be hard coded. where should it be hard coded. And 
also, inside torque how does it takes the value of 1000 here. Does it 
takes statically or dynamically. Pls explain in brief.
