[torqueusers] Unauthorized to do anything even as root? (previously Strange problem with job ids)

I am still having issues with my PBS install. 
I don't appear to have permission to do anything at all even as root.

[root at head home]# qstat
Job id              Name             User            Time Use S Queue

[root at head home]# qrun 109
qrun: Unauthorized Request  109.head_2
[root at head home]# qdel 109
qdel: Unauthorized Request  109.head_2


Anyone have any other ideas?
