[torqueusers] -l nodes specification

I am trying to submit a job with the following nodes specification:

-l nodes=1:ppn=2+5

(i.e., the first node with two processors and then 5 other processors).
I receive an error from qsub:

qsub: Job exceeds queue resource limits MSG=cannot locate feasible nodes

This is with torque-2.1.2 on a cluster with 4 compute nodes with two
processors each. qmgr has the following settings:

set server resources_available.ncpus = 8
set server resources_available.nodect = 8
set server resources_default.nodes = 1:ppn=1

Submitting the same job with

-l nodes=7

works without problems.

What could be wrong?
